Brenda works with all city departments to provide leading edge technology solutions to better optimize service to the citizens of Newton. Primary responsibilities include oversight of technology support, technology infrastructure, network infrastructure, network security, project planning/implementation, IT budget and policy and procedures. Brenda has been an active member of GMIS International since 2010, currently serving as President-Elect of GMIS International and Past President for the Kansas GMIS Chapter.

Panelist: Andrew Darrow, CGCIO, CAPM - IT Manager, City of Manhattan, KS

Originally from Oroville, WA, Andrew Darrow joined the U.S. Army and was assigned to Fort Riley, KS in 2009 after completing initial training. During Andrew’s time at Fort Riley, he was deployed to Iraq in support of the Global War on Terrorism. He also met his wife, a Kansas native, while he was serving. Upon leaving the military in 2013, Andrew attended Kansas State University, where he earned a Bachelor of Science Degree in information systems. After graduating, Andrew continued his public service as an IT Support Specialist with the City of Manhattan. In 2020 at the height of the global pandemic, Andrew completed his Master of IT Management degree from Western Governors University and was promoted to his current role as IT Manager where he had to ensure a secure mobile workforce environment effectively and efficiently. Currently, Andrew is overseeing a significant technology transformation with the transition from an AS400 ERP system to Oracle Cloud ERP. Andrew holds the Certified Associate Project Manager certification from PMI and the Certified Government Chief Information Officer certification through PTI and CompTIA. Additionally, he serves as 2nd Vice-President for the Kansas Chapter of GMIS International. Andrew and his wife Stefanie have two young children which he enjoys spending his downtime with.

Robert McQueen is the Director of Information Technology for the Township of Franklin, Somerset, NJ. Prior to joining Franklin Township, McQueen spent 21 years in information technology roles in local government. Most recently, he served as the Chief Information Officer for the town of Princeton. McQueen holds a Certified Government Chief Information Officer (CGCIO) from the University of North Carolina School of Government Chapel Hill, NC. He is also proud to have served as president of GMIS International from 2020-2022.

Recently, Clark has been a change agent driving digital transformation of City, County, and State Government Agencies serving in the roles of IT Director and CIO. Clark has served as project manager for multiple enterprise level IT projects, business analyst conducting many business process reviews and improvement plans, strategic planning, budget planning and maintenance, staff development and management, and many technical certification specialties. He has developed cyber security programs for the Georgia Secretary of State’s Office and Georgia Office of Attorney General, implementing proven methodologies and frameworks in maturing operations and driving digital transformation.

Currently serving his tenth consecutive term as GMIS International Director www.gmis.org, Clark has worked closely with International partners in the formation of LOLA (Linked Organization of Local Authorities – www.lola-ict.org ), which was incorporated in 2013, headquartered in Belgium, and includes executives representing Australia, Belgium, Canada, Netherlands, New Zealand, Sweden, United Kingdom, and the United States. In addition, Clark served on the Board of Georgia GMIS (president in 2010) for fifteen years.

Clark is the past President of “HTTP” (Henry Telecommunications and Technology Partnership), and was awarded the GMIS Outstanding Professional Award (previously MISAPA) in 2001.

Outside of work, Clark enjoys traveling, spending time with family and friends, fishing, horseback riding, and menagerie of animals on his “hobby farm” in rural Butts County, GA.

Mobile, Alabama’s Connected Community Journey: Goals, Challenges, and Outcomes

Crystal Smith is the Reference Program Coordinator for Tyler Technologies. Her background in government finance started in 2004 after obtaining her Bachelor of Science in Accounting from Winthrop University. Her career in local government includes serving as the Director of Finance for various County and Municipal government agencies. She obtained her credentials as a Certified Government Finance Officer in 2006 and completed her master’s in business administration in 2011, graduating Summa Cum Laude from Winthrop University. Ms. Smith was a previous Tyler Technologies customer before joining the company in 2015. Prior to becoming the Reference Program Coordinator, she worked in various roles including implementation, quality assurance, and product development. In addition to her full-time work, Ms. Smith previously served on the Board of Directors for the Government Finance Officers Association of South Carolina and was an Associate Adjunct Professor for Webster University teaching Financial Management to military service members. She is a lifelong resident of South Carolina where she resides in the Myrtle Beach area with her husband, 3 children ages 24, 22, and 19, and her 9 dogs.

As the IT Deputy Director since April 2023, Udara Jayasena oversees the City of Mobile's software and applications operations, including hosted and third-party integrated systems, and provides software support to both internal staff and City of Mobile citizens. He has 13 years of experience in the government IT sector and 15 years in the private IT sector, specializing in software application development and software engineering.

The city of Mobile, Alabama, has been a leader in connecting its city with technology. In this session, Mobile’s Scott Kearney, chief technology officer, and Udara Jayasena, municipal IT department deputy director, will share the city’s experience with modernizing vendor and resident access to services and information, permitting and licensing, and electronic payments. Kearney and Jayasena will discuss the city’s connected community goals, processes, challenges, results, and next steps. Attendees will hear real-world lessons of how Mobile is working to optimize constituent interactions across departments. Tyler Technologies’ Crystal Smith, a former government finance officer, will moderate the session.

Alyssa is the Network Administrator for Dickinson County, Kansas housed in the metropolis of Abilene. She began her IT journey as a 911 dispatcher where she began to learn troubleshooting techniques to keep the center running outside of business hours. She made the transition to full time IT during a large conversion project where she was able to highlight the skills she has aquired over the years. She graduated from Fort Hay's State University with a bachelor's degree in Information Networking and Telecommunications in 2023. When not at work she spends her time with her cats and husband and is also an active member of her local Farmer's Market where she makes soap to unplug from technology.

Tammy Fraterman is an IT Manager at Toms River Municipal Utilities. She is responsible for maintaining and supporting the Authority’s employees and Information Systems that service the wastewater of Toms River Township. After spending 15 years working in the private sector, Tammy shifted her career to Government. She spent 7 years working for and with other government agencies before taking the position at the Toms River MUA. Tammy completed her CGCIO training at Rutgers and has a Master’s Degree in Information Systems.

Felina Harris has nearly 30 years of IT and Customer Relationship Experience. She recently joined the Customer Experience Team at the North Carolina Department of Information Technology as a Business Relationship Manager. Her primary focus is communication and building relationships with local government organizations throughout the state. Prior to joining NCDIT, she was responsible for the coordination and facilitation of technology initiatives at Mecklenburg County Park and Recreation for 23 years. She also supervised a team of Customer Experience Specialists. Her background includes communication training, software support, customer experience, and quality assurance. She has a Bachelor of Science Degree in Business Administration with a concentration in Computer Information Systems from Western Carolina University, an MBA from Gardner-Webb University and a Masters in Sociology from Appalachian State University. Felina graduated from UNC-Chapel Hill's Certified Government Chief Information Officer program in 2018. She served as the president of NCLGISA in 2017/2018 and is currently serving on the board as the Conference Chair as well as the Membership Director for GMIS International. Felina has a strong passion for helping others and spends lots of time volunteering in the community. Felina either volunteers for or serves on the Board of Directors for The Circle of Giving, Success Institute Charter School, Iredell Christian Ministries, Another Path, Iredell County MLK Planning Committee, and the NAACP. When she is not volunteering in the community for other organizations, including her sorority, Delta Sigma Theta Sorority, Inc., or serving on the Town Council for her small town, she can be found on the sidelines cheering on her two teen-aged sons, Andrew and Ethan in their various sports or sitting in the audience while her husband of 23 years, Kenny, performs at a music gig!

James E. Pacanowski II is the Network Administrator for the City of Ventnor in Ventnor City, NJ. James brings an out of the box thinking mentality to the City’s IT atmosphere. A dynamic and proactive approach has shaped the City’s IT systems. As the Network Administrator, James is not only responsible for the seamless operation of the city as a whole, but also for the Communications, Media, Social Outlets, and various other projects throughout the city. As a one-man shop, James handles all support services as well as new project duties. James is also an active member of GMIS and NJGMIS. James is currently Vice President/President-elect of NJGMIS and has been the NJGMIS TEC conference chairman for the past two years. James has spoken and been involved in both regional and national conferences including the New Jersey League of Municipalities, GMIS International, and PTI’s various tech meetings. James has been in IT for over 21 years in local government and before that in the private sector. Mike Lee became the first Webmaster for Cobb County Government 1999. His duties and responsibilities have evolved through the years and he now holds the position of Technology Services Manager with Cobb County’s Information Technology Services Department. He leads an extremely talented team that administers the county web portal (Cobbcounty.org), Salesforce CRM & Marketing Cloud, the CobbGov app, and other public-facing systems that provide a wide range of information and online services for Cobb County residents.

Cobbcounty.org is a portal connecting department sites with other internal, external, and vendor-hosted systems. The website and system serve the public and support over 150 Cobb County employees that provide services and information online.

Cobbcounty.org sees an average of more than 500,000 user sessions per month. With 45 percent of those visits accessing the website via a mobile device or tablet, our division is dedicated to providing a responsive, touch-friendly website that is easy to use no matter the device.

Felina Harris has nearly 30 years of IT and Customer Relationship Experience. She recently joined the Customer Experience Team at the North Carolina Department of Information Technology as a Business Relationship Manager. Her primary focus is communication and building relationships with local government organizations throughout the state. Prior to joining NCDIT, she was responsible for the coordination and facilitation of technology initiatives at Mecklenburg County Park and Recreation for 23 years. She also supervised a team of Customer Experience Specialists. Her background includes communication training, software support, customer experience, and quality assurance. She has a Bachelor of Science Degree in Business Administration with a concentration in Computer Information Systems from Western Carolina University, an MBA from Gardner-Webb University and a Masters in Sociology from Appalachian State University. Felina graduated from UNC-Chapel Hill's Certified Government Chief Information Officer program in 2018. She served as the president of NCLGISA in 2017/2018 and is currently serving on the board as the Conference Chair as well as the Membership Director for GMIS International. Felina has a strong passion for helping others and spends lots of time volunteering in the community. Felina either volunteers for or serves on the Board of Directors for The Circle of Giving, Success Institute Charter School, Iredell Christian Ministries, Another Path, Iredell County MLK Planning Committee, and the NAACP. When she is not volunteering in the community for other organizations, including her sorority, Delta Sigma Theta Sorority, Inc., or serving on the Town Council for her small town, she can be found on the sidelines cheering on her two teen-aged sons, Andrew and Ethan in their various sports or sitting in the audience while her husband of 23 years, Kenny, performs at a music gig!

Erin joined the Kansas Information Security Office in 2021 as a Business Continuity/ Disaster Recovery Analyst. When the opportunity presented itself, she stepped into the role of Director of Cyber Collaboration and Preparedness where she works to bring the whole state approach to all cyber/technology-based entities across the state. Erin’s division works to bridge the gap between the Emergency Management world and the Cyber world and works closely with cities, counties, schools, and public infrastructure, in preparing for, responding to, and recovering from Cyber events. Erin previously had worked with training, physical planning, and disasters at the Kansas Division of Emergency Management as the State Training Program Manager and State Training Officer. She was a certified Kansas Certified Emergency Manager and instructed multiple courses across the state. Erin briefly left State Service to work with the private sector in a Micro Bio startup as the Director of Human Resources and IT.

With ransomware attacks against local governments continuing to rise, organizations are often forced to deal with costly downtime to critical public services, and data exfiltration events. Even with adequate preventive security measures in place, attackers continue to find new ways to encrypt organizations’ data. Backups are one of the most—if not the most—important defense against ransomware. However, bad actors have turned their attention to backups, specifically modifying or deleting them to impede your ability to recover. Furthermore, a cyber recovery has different requirements when compared to traditional disasters like fires, floods, and fat fingers.
