“Brian Kelley has served as CIO
of Portage County Information Technology Services (ITS) since 1991. At
the onset of his employment, our County had little in terms of
computerization and networking between the various offices.
“Today, under Mr.
Kelley’s fifteen year-plus leadership, ITS now provides services to all
eighteen elected officials, fifty departments, and over 600 users in
over a dozen separate locations. He has successfully built a reliable
and dependable 24x7 IT operation with a staff of eight.
“The end result of his
endeavors have resulted in immeasurable benefits to our County
operations and in improved service delivery to our constituents.”
His
accomplishments include:
1.
Network and high-speed Internet connectivity between ALL
offices and locations. E-mail services are provided internally and
remotely across the organization on a single platform. A VPN solutions
provides remote access capability for our road warriors;
2.
Consolidated IT service delivery, operations, and support
for ALL County offices;
3.
An integrated and decentralized financial, payroll, and
human resource system utilized by ALL County offices. End-users
electronically initiate all transactions;
4.
An integrated court and criminal justice system in which
court and criminal justice records from seven separate courts
(Municipal, Common Pleas, Juvenile, and Probate) as well as adult
probation, jury commission, and juvenile detention are consolidated with
a single database/system. Our County is in the process of further
integrating our adult correctional facility within this system. This
system includes document imaging and E-pay. Our County is the only
county in Ohio to achieve this level of integration between ALL court
and criminal justice offices; and
5.
A single E-Government portal/web site for information and
services which links the eighteen elected officials and their respective
departments with our constituents.
Mr.
Kelley has an M.P.A. degree from Kent State University. He is currently
and instructor at KSU and teaches a graduate level E-Gov/MIS course.
Mr.
Kelley is also a commissioned peace officer with our Sheriff’s
Department and assists with computer crime investigations.
He serves
on the executive committee of the Ohio County Information Technology
Association. He serves on the Oho Supreme Court networking/security
subcommittee. He is also a member of GMIS, FBI Infragard, and NACITA.
